The Pink Paper sorry Financial times is reporting that a consensus on the shape of the new style House of Lords is nigh. Looks mostly as per, mega-constituencies, long terms of office, staged replacement, the usual burning itch of STV which is about as popular as an STD (the public can't be bothered to understand it or why they have it and real electoral reform activists want it about as much as a dose of the clap).
What really strikes me is that while there is a lot of talk of numbers and the mechanics of the whole thing, there is none on how it affects the constitutional relationship between the two houses once the upper house gains the label "elected" how long can the lower house claim it lacks legitimacy.
